The Individualized Funding Resource Centre (IFRC) Society was developed to help people succeed on the Choices in Support for Independent Living (CSIL) Program and other individualized funding programs in British Columbia. Paul Gauthier, founder of the CSIL program now has a place to share his knowledge, and experience. The IFRC is committed to providing supports that will allow individuals to fully participate in their communities.

The Individualized Funding Resource Centre understands that managing individualized funding can be overwhelming and challenging for many people with disabilities. Too often, individuals accept the alternative, because of a lack of information or support. We can provide that information and support to ensure success and independence!

Video 1: Overview of CSIL

1min 18sec

  • Program where the Funds are allocated directly to the consumer.
  • The consumer is in control of making all decisions.
  • A program for someone who’s receiving home support.
  • This program should be an option for everyone in BC.

Video 2: CSIL vs Agency

3min 20sec

  • Chart showing comparisons of both funding systems; Agency vs. CSIL.
  • The assessment for Home Support funding is based on hours a consumer needs.
  • Agency care is limited by a task list your caregiver must follow.
  • The CSIL program eliminates the middle man (Agency).

Video 3: Basic Home Process

Video 3.5: Myth busting

4min 33sec

  1. CSIL funds come from a separate budget [this is in fact incorrect]; truth being the CSIL funds are still all part of the same home support budget in each health authority.
  2. Waitlist for the CSIL Program [this is in fact incorrect]. It’s a core program so there is no waitlist, the program is assessed by need.
  3. Very few case managers have CSIL clients, as such their knowledge of the CSIL program is very limited – that said, case managers are becoming more familiar so in turn the program is becoming more recognized.
  4. Some case managers are under the impression that once you are approved for Home Support hours you must be on Agency services for a period of time before applying for CSIL – this is incorrect information. Once you are approved for Home Support hours you can choose to go on the CSIL program immediately.
